We have a few updates for you :

Renovation Works Update

Renovation works in the Jubilee Recreation field and on the Staveley phone box, following the Allerton Park Landscape & Cultural Heritage Fund grant last year, are still incomplete due to this winter’s wet and windy weather. The remaining work on the hedge has been deferred until such time as the saturated ground in the Jubilee Recreation field has drained. The refurbishment of the phone box must wait until a suitable dry period is forecast to complete the paint work.


Developer Contributions for Education

North Yorkshire County Council (NYCC) is consulting on a new policy on developer contributions for education. The issue of Staveley Primary School capacity is often cited when any new development proposal within the Parish comes forward, so here is an opportunity to help shape future policy on the issue.

This new policy will set out how NYCC will consider whether existing school capacity is sufficient to accommodate proposed development within the relevant area, and if it is not:

  • establish the developer contributions needed for education, based on known pupil yields from all homes where children live; this includes primary, secondary, special educational needs and disabilities, and early years provision,
  • when NYCC will request contributions of land to provide sites for new or expanded schools.

Mobile Post Office


The Parish Council has recently been liaising with the Post Office with the intention of getting the new mobile post office service to call at Staveley. Negotiations are at an advanced stage and final details of when and where the mobile unit will be calling should be known shortly.

Planning Application 19/03787/FULMAJ Withdrawn

Harrogate Borough Council have now issued formal notification that planning application 19/03787/FULMAJ for the proposed residential development of 13 no. dwellings and associated works on land comprising field at 436673 462638 Main Street, Staveley (aka SV2) was withdrawn on Wednesday 12th February 2020. The agreed expiry date for the application was Saturday 15th February 2020.

No reason has been cited for the withdrawal but the proposed site was not allocated within the Harrogate District Draft Local Plan. As the Draft Local Plan has now completed all its preparation stages and is ready for adoption in early March 2020, the Local Planning Authority would have a strong case for rejecting the application. A total of 92 comments were made on the application, from both local residents and statutory bodies. The vast majority were in opposition. The Parish Council opposed the application.


North Yorkshire Council Tax up to 3x What Many Wealthy Londoners Pay

MinsterFM have reported that council tax-payers in North Yorkshire are facing bills of up to three times as much as residents of some of London’s most expensive boroughs. In a North Yorkshire County Council budget consultation meeting, Cllr. Dadd described the outrage at the disparity as a ‘rural revolution’.

New Councillor

The Parish Council is pleased to welcome David Greenwood as a new member for Staveley. David was co-opted on to the Council on 4th February 2020 for the remainder of the current session, following the Notice of Vacancy.


Harrogate District Local Plan : Receipt of Inspectors Report

As you may know, the Harrogate District Local Plan (Publication Draft) was submitted for examination on the 31st August 2018 and following the hearing sessions in January 2019, necessary changes to make the plan sound were identified and published for consultation between 26 July and 6 September 2019. The responses to this consultation were considered by the Planning Inspector as part of the ongoing examination process and Harrogate Borough Council (HBC) have now received the Inspector’s Report.  The Inspectors Report and the Schedule of Main Modifications can be read on the HBC website here.

The following planning applications within the Parish have recently been decided by Harrogate Borough Council:

19/04895/DVCON Barley Court, Arkendale Road, Staveley. Variation of condition 2 (approved plans) to allow for changes to fenestration, doors and internal layouts of planning permission 18/00027/FUL – Erection of two detached houses and two detached bungalows with car ports (Revised Scheme). Permitted.  28th January 2020.

The following planning applications within the Parish have been withdrawn:

The following planning applications within the Parish are awaiting a decision by Harrogate Borough Council:

19/04627/FUL Wayside Nurseries, Minskip Road, Staveley HG5 9LQ. Proposed garage conversion and raising of roof height into additional ancillary accommodation with formation of window and Juliet balcony; installation of balcony to rear, alterations to fenestration and erection of detached store.

19/04806/FUL Orchard Corner, Arkendale Road, Staveley HG5 9JX. Retrospective application for the erection of automated gates and gate posts.
