Free Trees From The Woodland Trust

The Parish Council has applied to the Woodland Trust, under their “Free Trees for Schools and Communities” scheme, for a 420 sapling pack of mixed species trees. The intention is to use the saplings to replace and infill in the hedges around the Jubilee Recreation Field in Arkendale Road. There may be some saplings available from the batch to infill as necessary in other hedgerows on our land.

Subject to application approval, the saplings will be available for planting out in November 2020. We will probably be seeking some assistance with the planting out from the community.

The scheme is open to schools and all kinds of different groups such as resident associations, sports clubs, scouts, guides and many more. You don’t need to be an official organisation. You could even set up a group for the purpose of planting, but you must be not-for-profit. The most important thing is that your group is willing to take on the planning, planting and care of the saplings. If you’re applying as a community group, the land needs to be accessible to the public. Follow the above link for further information.


Crime Not To Care Campaign

It’s a #CrimeNotToCare when it comes to getting rid of your rubbish. In the month of March Harrogate Borough Council (HBC) are launching a campaign to tackle the epidemic of fly tipping that is affecting communities up and down the country. In the HBC District in the past 12 months there have been just over 570 incidents of fly tipping and this has cost the council, i.e. the taxpayer, in the region of £40,000 to clear up.

#CrimeNotToCare, which is being run in partnership with environmental charity Keep Britain Tidy, aims to educate householders about the right thing to do with their rubbish and to reduce the amount of household waste that is fly-tipped by rogue traders who offer to take people’s waste away for money and then dump it. The campaign aims to get the message across that if an individual’s waste is fly tipped, even if they gave it to a third party to dispose of, they can be prosecuted and end up with a fine and a criminal record. We’re Watching You!

Further to our January website news post on Dog Fouling, we have had three “We’re Watching You!” posters on loan for three weeks from Harrogate Borough Council (HBC). The posters have been deployed at the following locations:

  1. Field gate at the end of Low Field Lane and start of public right of way track,
  2. At the top of the steps joining that track at the end of Low Field Lane with the disused railway line,
  3. At the entry to the Staveley Nature Reserve on the public footpath from the rear of the Royal Oak pub.

If you want to report dog fouling, and you know the offender (they do not pick up and you do not wish to approach them yourself) or have a description of where and when the fouling is happening, the HBC Dog Warden Service can investigate this.  Please call the Dog Warden Service on 01423 500600.

Planning Enforcements

Following concern over the damage to verges by development vehicles at Barley Court on Akendale Road, Staveley, an alleged breach of planning application 18/00027/FUL was reported to Harrogate Borough Council (Case No. 20/00113/PR15). The Enforcement office has now provided the following information in response to the alleged breach:

Unfortunately the Local Planning Authority (LPA) cannot take action under planning legislation for this issue, we cannot control the behaviour/driving of the development’s drivers on the public highway using planning legislation – it is a public highway that can be used by any vehicle unless access has been restricted by the local highway authority (North Yorkshire County Council). Any dangerous driving or threatening behaviour should be reported to the Police on 111 as the correct authority to take action for such issues.

Any damage to private property would be for the land owner concerned to take action against the developer or the driver, you would be advised to seek your own legal advice.  If the verge is highway land the local highways authority may choose to take action as land owner.  North Yorkshire County Council Highways have been copied in for their information.

The LPA can ensure that the development is carried out in accordance with the approved plans and any Conditions attached to the Decision Notice, please advise us if there are any breaches of the permission.


Planning Applications

The following planning applications within the Parish have recently been submitted to Harrogate Borough Council:

20/00388/FUL 1 Lodge Cottage, Main Street, Staveley. Installation of 3 no. roof lights.

NY/2020/0022/FUL Staveley Community Primary School, Minskip Road, Staveley. Erection of single storey extension (23 sq.metres), permeable paving (12 sq.metres) and relocation of existing shed.

The following planning applications within the Parish have recently been decided by Harrogate Borough Council:

19/04627/FUL Wayside Nurseries, Minskip Road, Staveley HG5 9LQ. Proposed garage conversion and raising of roof height into additional ancillary accommodation with formation of window and Juliet balcony; installation of balcony to rear, alterations to fenestration and erection of detached store. Permitted. 26th February 2020.

The following planning applications within the Parish are awaiting a decision by Harrogate Borough Council:

19/04806/FUL Orchard Corner, Arkendale Road, Staveley HG5 9JX. Retrospective application for the erection of automated gates and gate posts.
