We have a few quick updates for you in this first newsletter of 2020 :

Dog Fouling

The Parish Council asks that those dog owners who are not clearing up after their dog to please do so. We believe that people do generally pick up along the roadsides but don’t think they need to in “open countryside”! There are dog waste and litter bins located conveniently around the village to make this job easier or take the waste home with you for disposal. The litter bins are emptied by the Harrogate Borough Council (HBC) street cleaning teams. Everyone in the village is paying for this service, so please use it and help keep your village a pleasure to walk in.

We benefit from having many footpaths and open designated routes through fields and along hedgerows, all crossing private land. These routes are available to all and as such, are just as much a part of the villages as the pavements. No one wants to walk through dog waste, so please pick it up wherever you may be.

Dog faeces are not only unpleasant and unsightly but also a carry a harmful infection, which can cause serious illness and/or disability if ingested.

Traffic on Minskip Road – Update

The Parish Council has, for several months, been seeking a response from North Yorkshire County Council (NYCC) Highways to our enquiries with regard to traffic management on Minskip Road, Staveley. Following the intervention of our NYCC ward Councillor, Robert Windass, we have now received the following statement from the Highways department:

In light of your enquiry, we have looked at the accident statistics on Minskip Road, Staveley for the last 5 years which indicate that there have been no incidents which are attributable to vehicle speeds. Given the absence of an established accident record in the area, I do not believe that the application of the assessment formula to any traffic calming scheme to reduce vehicle speeds in the area would result in a score which warranted the provision of funding.

Notice of Vacancy


Website Accessibility

Our website is the Parish Council’s main way of meeting our statutory obligations of providing information on our activities to the public. Over the past eighteen months we have been building the site to cover all aspects of our business. We now need to ensure that the website is fully accessible i.e. making sure it can be used by as many people as possible, and for this we would like your help.

Accessibility includes people with:

  • impaired vision,
  • motor difficulties,
  • cognitive impairments or learning disabilities,
  • deafness or impaired hearing.

Dogs in the Jubilee Recreation Field

The Parish Council has recently received reports of dogs being exercised in the Jubilee Recreation Field on Arkedale Road, Staveley so we would like to remind all residents that as the field is primarily a childrens play area, no dogs are permitted. This applies to the Recreation Field as a whole as well as the inner fenced playground area. A new sign has been installed to this effect.

Thanks for your help in keeping the Recreation Field dog free and a suitable place for children to play. Please let the Parish Council know if you see any dogs in the field.


Harrogate Street Aid

Harrogate Street Aid (HSA) was launched at the end of October 2019 and it has raised over £2000 so far, meaning applications for grants can soon be opened.

HSA is a partnership initiative developed to look into the issue of street sleeping and begging in the Harrogate district. No one likes to see people on the streets – many of these people are vulnerable and need support. A working group was set up from the Community Safety Hub, a regular multi-agency meeting, with representation from Harrogate Borough Council (HBC) Community Safety and Housing Options teams, North Yorkshire Police (NYP), Harrogate Homeless Project (HHP), North Yorkshire Horizons (NYH), MIND, and NHS mental health services. Businesses have been very supportive.

Garden Waste Collections

This year a garden waste licence will cost £41 for 19 fortnightly collections from mid-March until the end of November 2020 (just over £2 per collection).

The quickest way to apply for a licence is online at www.harrogate.gov.uk/gardenwaste. Alternatively contact Harrogate Borough Council Customer Services team on 01423 500600 (please have your debit/credit card details ready). To make it easier to renew your subscription each year you can choose to set up a direct debit when paying.

Once you have subscribed your licence pack will be delivered to you within 14 days of payment being taken from your bank. Your garden waste collection day will also be the same as last year.

The first collections will start weeks commencing 9 March and 16 March 2020.


Community Infrastructure Levy Draft Charging Schedule : Main Modifications Consultation

As you may know, the Harrogate Community Infrastructure Levy (CIL) Draft Charging Schedule was submitted for examination on the 16th August 2019. Following the hearing session, necessary changes to make the charging schedule sound have been identified and have be published for consultation in the ‘CIL Main Modifications’ document. The responses to this consultation will be considered by the Planning Inspector as part of the ongoing examination process.

Staveley Pinfold Gets New Gate

Part of the recent Allerton Park Landscape and Curtural Heritage Fund grant to the Parish Council was for renovation works around and within the Staveley Pinfold. General tree and hedge clearance work around the pinfold was undertaken last month and on Monday 23rd December 2019 the final task of installing a new custom made gate was completed.

Local agricultral engineer and blacksmith D. Hargreaves from The Forge at Coneythorpe made and installed the gate.

19/03787/FULMAJ Land Comprising Field At 436673 462638 Main Street, Staveley. Proposed residential development of 13 no. dwellings and associated works.

19/04627/FUL Wayside Nurseries, Minskip Road, Staveley HG5 9LQ. Proposed garage conversion and raising of roof height into additional ancillary accommodation with formation of window and Juliet balcony; installation of balcony to rear, alterations to fenestration and erection of detached store.

19/04895/DVCON Barley Court, Arkendale Road, Staveley. Variation of condition 2 (approved plans) to allow for changes to fenestration, doors and internal layouts of planning permission 18/00027/FUL – Erection of two detached houses and two detached bungalows with car ports (Revised Scheme).
