Neighbourhood Plan Update

An initial consultation leaflet asking members of the local community for their thoughts on what they like about the area, what concerns/issues they have about the area and what they would like the area to look like in 10 – 15 years time has recently been distributed to households and work places within the parish. An opportunity to air views has also been provided on-line.

An application for the Neighbourhood Plan to be designated has also been made to Harrogate Borough Council. This is a formal process that registers our intention to develop a plan for a specified area, in this case the two civil parishes of Staveley and Copgrove. As the designated area equates to an existing constitutional boundary, the process should be straighforward and the result of the application known in the next few weeks.

Planning and Development Update

There is still nothing to report on planning application 18/00027/FUL (Erection of two detached houses and two detached bungalows with car ports – Revised Scheme, Arkendale Road, Staveley).  There has also been no further movement on the proposed planning application from David Wilson Homes for the site SV1 (Minskip Road).

There were 26 public comments registered with regard to the planning application 18/05146/FULMAJ (Land East Of St Mongah’s Court, Copgrove) prior to comment closure on 8th February 2019. A North Yorkshire County Council road report is still awaited. There was also an internal consulation response which objected to the application on landscape impact grounds, stating that:

The site is considered to be highly valued, highly susceptible to change and therefore of High sensitivity. The magnitude of change as a result of the proposed development in its current form is predicted to be High and therefore Major adverse in terms of significance and level of effect on both landscape character and visual amenity.

There is no news yet on the Harrogate Borough Council (HBC) Chief Planning Officer’s recommendation on the application or whether the application will go before the Planning Committee.

Community Forum Launched

The Parish Council website now hosts a new community forum where you can discuss with others the issues about the Parish, the Council or any other aspects of living, working or visiting the area that concern you. There are a number of forums already set up covering different subject areas and others can be created as required.

Any visitor to the website may read the forum posts but you do need to be a registered site user to join any discussion and file your own posts. Details of how to register with the website are available on the FAQs page. Information about how to use the new community forum is available on both the FAQs and Forum pages.

You can upload photos to accompany your text if needed and also subscribe to individual forums or topics. Subscribers are notified by email whenever a new post is filed to that forum or topic, so that you don’t miss any of the discussion.

The purpose of the new forum is to offer the community the opportunity to raise topics within the separate forums and discuss them freely. All the forums are moderated however, to ensure that any discussion doesn’t go too far ‘off piste’ or become derogatory or defamatory.

Please consider joining the forum and being part of a lively debate.
