Welcome to our July 2020 newsletter. We hope you are keeping safe and well. The following news items have been posted on our website recently and we would like to bring them to your attention here:
Your Parish Council
As you may be aware, Staveley and Copgrove benefit from having an active Parish Council rather than as with some other villages nearby, only a Parish Meeting or village committee. Your PC is here to represent you and your interests, however unless we hear from you from time to time the only voice that will be heard is that of the Council members.
Please let us know if you have any opinion in relation to planning applications, currently there is another application by Abacus which, in the PC’s opinion, could lead to further increases in traffic through the village.

Traffic Volume and Speed Through Staveley and Copgrove
On 26th November 2019 Cllr Windass (North Yorkshire County Council) received a response from Area 6 (NYCC Highways) addressing the issues we raised based on the speed surveys the PC undertook at a cost in September 2019.
In summary the two pertinent points were:

In light of your enquiry, I have looked at the accident statistics on Minskip Road, Staveley for the last 5 years which indicate that there have been no incidents which are attributable to vehicle speeds. Given the absence of an established accident record in the area I do not believe that the application of the assessment formula to any traffic calming scheme to reduce vehicle speeds in the area would result in a score which warranted the provision of funding.

The speed survey results have shown that speed enforcement is required, however the Police have not enforced any 20 mph limits in the Harrogate area, so I shall take this up with my contact in the Traffic Police, and get a written response about it from them.

Update on Flooding Along Arkendale Road
Over a number of years there have been periodic floods across Arkendale Road and in the immediate vicinity of the Jubilee Recreation Field ( JRF). This last winter (2019/20) the flood levels were severe and caused the road to be impassable, damage to the JRF and homes to be put at risk.
We have spent a considerable amount of time trying to establish which authority are best placed to suggest solutions and identify responsible parties.
It is clear that Swale and Ure Drainage Board (SUDB) have overall responsibility for the supervision and effectiveness of the watercourses in the area and receive a payment from the neighbouring landowners some of whom may be responsible for some maintenance. In addition any works undertaken to the watercourses, other than general maintenance, would need prior consent from SUDB. However, to date the SUDB have not been willing to assist in any way other than to offer to introduce the Parish Council to their contractor.
Due to the fact that the flooding causes issues on the highway we are now in contact with Cllr R Windass from NYCC and hope to see some sort of progress towards a solution before too long.
Parish Clerk Appointment
The Parish Council has appointed a new Parish Clerk / Responsible Financial Officer. Rebecca Crabtree starts in the role on 1st August 2020, when Staveley and Copgrove joins Rebecca’s portfolio of Clerk to six other Town / Parish Councils, three of which are in North Yorkshire. Rebecca lives in Alwoodley.
Notice of Vacancy
Following the recent resignation of Councillor Nick Stringer after many years service, the Parish Council has now issued a Notice of Vacancy. If you would be interested in knowing more about the work of the Parish Council or in standing for the vacant seat, please contact the Council by:
- using the Contact Us page on our website, or
- contacting one of the existing Councillors. Contact details for all Councillors are available here.
Please let us know if you would like to stand BEFORE 4th August 2020 so that, if there is more than one candidate, we can request an election for the vacant seat.
Note that in accordance with the Local Government and Police and Crime Commissioner (Coronavirus) (Postponement of Elections and Referendums) (England and Wales) Regulations 2020, an election will not be held to fill the vacancy until 6th May 2021.

Transport to Medical Appointments
If any resident is not able to access transport to a medical appointment independently or via a person in the household and is not eligible for Patient Transport Services, please contact the local Community Support Organisation or North Yorkshire County Council directly on 01609 780780, they will be able to arrange transport for you. This takes a few days to arrange so please contact them as soon as possible.
Yorkshire Ambulance Service Patient Transport Service is back operating, please contact them directly if you are eligible for Patient Transport.

The Metropolitan Police have issued a guide to the latest scams, the number of which have increased significantly during the past few months. You can read and download the guide here.
North Yorkshire Police- Lifestyle 2020 Project
The NYP’s Lifestyle 2020 project has been launched. The challenge is open to all 8 – 18 year olds who are resident in York or North Yorkshire. Your mission, should you choose to accept it: get together with up to six of your mates – either virtually or in person (adhering to social distancing guidance) – think up a project between you and then do it!

Jubilee Recreation Field Re-opens
Further to the Government’s COVID-19: Guidance for managing playgrounds, issued on 26th June 2020 and in line with our principal authority Harrogate Borough Council, we have re-opened Jubilee Recreation Field and the children’s play area from July 4th 2020.
As required by the above guidance, we have:
- carried out a site inspection, which is available here,
- carried out remedial works as identified in the inspection report,
- carried out a Corvid-19 risk assessment, which is available here,
- prepared and erected signage on the site, which can be seen here.

The following planning applications within the Parish have recently been submitted to Harrogate Borough Council:
20/02303/FUL Jubilee Court, Abacus House, Wath Lane, Copgrove HG3 3TB. Retrospective application for the relocation of existing pallet store.
The following planning applications within the Parish have recently been decided by Harrogate Borough Council:
20/01030/FUL Land Comprising Field At 434582 463336, Copgrove. Erection of 5 dwellings, open space and associated infrastructure. Refused. 30th June 2020.
20/01496/FUL Orchard Corner, Arkendale Road, Staveley HG5 9JX. Erection of outbuilding to provide home office and removal of existing shed. Permitted. 8th July 2020.
The following planning applications within the Parish are awaiting a decision by Harrogate Borough Council:
20/01607/FUL West View Barn, Bedlam Lane, Staveley HG5 9JU. Erection of conservatory and car port/store and extension of domestic curtilage.
