What We Must Publish
In accordance with the Transparency Code for Smaller Autorities , the Parish Council is required to publish the details of each individual item of expenditure above £100. This is because we have opted to be exempt from routine external audit.
Publishing a complete list of expenditure transactions will also meet this Transparancy Code requirement. Expenditure information need only be published for each individual spending transaction above £100 rather than each item bought per transaction.
The Parish Council has opted to publish a complete list of expenditure transactions. Below are the items of expediture that have been made to date in the current financial year, which runs from 1st April to 31st March.
Expenditure for the Current Financial Year
|01/04/2020||Lease Fees||Harrogate Borough Council||Annual Allotment Rent||£80.00|
Note: The above items of expenditure are inclusive of VAT, where applicable. The Parish Council is not registered for VAT. We are however, able to claim a refund of the amount of VAT charged on goods and services bought for nonbusiness activities as we are a local authority.
Expenditure by Budget Category
All items of expenditure are approved by Council prior to execution and each payment is subject to dual authorisation. Each item is allocated a transaction identifier which is also recorded on the associated invoice. All invoices are available for inspection on request from the Parish Clerk. The expenditure for a given financial year is subject to an internal audit prior to completion of the annual return. The public has a right to inspect the Council’s accounts.
The Parish Council annual expenditure records since 2010-11 may be viewed below. These documents are also availble in the Document Library.
