- Introduction from the Chairman and a reminder by the Chair of the Council's policy for the audio or visual recording of the meeting
The Chairman welcomed all to the meeting and the attendees were advised of the recording policy.
- To receive any apologies and approve reasons for absence
- Declaration of Interests
(a) To receive any declarations of interest not already declared under the council’s code of conduct or members
Register of Disclosable Pecuniary Interests.
Cllr P Edwards and Cllr D Greenwood declared an interest in Item 7c, the planning issues with Jubilee Court.
(b) To receive, consider and decide upon any applications for dispensation.

- Financial matters
To approve the current financial statement and bank reconciliation.
Cllr G Bowland reported that the application for precept for the coming year 21/22 had been submitted to HBC.
The claim for VAT recovery would be submitted shortly.

- To receive information on the following ongoing issues and decide further action where necessary
(a) To receive an update in relation to the flooding along Arkendale Road.
Nothing to report. Cllr H North reported that she was awaiting feedback from Cllr R Windass regarding this item.
(b) To receive an update about the village signage for Copgrove.
Cllr Edwards reported that the installation of the signs has commenced and should be completed in the coming weeks.
(c) To consider the alleged breaches of planning at Jubilee Court.
Retrospective planning application for the relocation of an existing pallet store (20/02303/FUL)had been refused by HBC. A further application for the erection of an extension (20/05185/FUL) had been submitted and is awaiting decision by HBC.
An article placed in the Parish Council newsletter inviting views about the expansion at Jubilee Court had had a number of responses and Cllr H North had prepared a submission to HBC planning summarising the Parish view.
(d) To discuss the issue of YWT visitor parking in the village.
Parking in the village, particularly during 'lockdown' and at the weekend is continuing to be an issue. Parking within the 20mph chicane was common place and it was felt that this was a matter for NYCC. The proposals for extending the car park on the reserve were still awaited.
- Organisational matters
To agree the appointment of the new Parish Clerk.
The Chairman introduced Liz Leatherbarrow. Mrs Leatherbarrow's appointment as Clerk and RFO was proposed by Cllr North and seconded by Cllr Thornton and it was agreed Liz would commence her duties with effect from 10th February 2021.
The Council also noted the work undertaken by Neil Horton during the transition period and wished to thank him for his continued support.

The Planning applications report was noted.
- To notify the Clerk of matters for inclusion on the agenda of the next meeting
The Clerk will email the councillors before the next meeting to request agenda items. The Chairman requested that an item be added to all agendas to cover Any Other Business.

The Previous, Page No. and Next buttons below the document list may be used to navigate between the list pages if not all the list entries are shown at once.
The List Length and Pagination work together. Changing the List Length as above changes the number of pages accordingly.
Note that if the total number of documents in the list is less than 10, neither the List Length selection box or the Pagination buttons are displayed.
The documents are initially listed in a pre-defined order. The list order may be changed by selecting either the ID or Document Name column headings. The up/down arrow on the right side of the colum heading indicates the current sort direction. Selecting the column heading again reverses the sort order.
Note that changing the sort direction affects all the documents in the list, not just those that may be currently visible. When changing the sort order, the list is re-displayed from the first page if the list is currently paginated.
